
I used this effect for " A Father's Grieve" Poem..
It really comes in handy when you are trying to give a dramatic feeling to your pictures..
and here I will explain how to get that effect!
Let's create a new file/documentand make sure your main color is Black
Once you have your new document go to- filter
- render
- clouds
Do this for 5 or 6 times, till you get an image like the one above.

When you are ready go to
- filter
- Pixelate
- Mezzotint

that will open a new window
Select Short Strokes and select OK.
You will get something like t his..
Now go to
- filter
- blur ---Radial blur
A new window will pop up- AMOUNT 100
- BLUR METHOD ZOOM
- QUALITY BEST

you will end up with something like this...
Now to add color, CTRL U, that will open the Hue/Saturation window.Make sure the COLORIZE option is selected
and then add the color you like most...
Then copy and paste the picture you will be using for this effect.CTRL T will allow you to make it as big or as small as you want..
I want my picture as big as my background... so using CTRL T I made it as big as my BG.
Now that we have the background and the picture in the same file, then it's time to blend it together- Let's go to the Blending option located in our Layers section.
- let's search for a blending we like...
You can see that the blue in this picture is so overpowering, I don't want it that blue. I will duplicate that layer, so I can get the effect I want..- go to Layer
- then duplicate layer

You can see in the right, how now we have 3 layers, background, the picture and the new layer we just created..
Now go to the Blending option and select SCREEN option.
That will add more light to your picture, and will get rid of some of the blue...

I'm going to see if I can duplicate it in , I have the clouds effect in Paint.NET, that's what I used on the pics for the "PULSE" lyrics! :D
